Introduction

DPME would like to undertake rapid evaluations for reasons of cost and timelines. This is anew approach to evaluations in the public sector. Delegates will be trained on rapid evaluation approached.

The purpose of the Rapid Evaluation course is to improve participants’ skills and abilities in conducting rapid evaluations in the public sector context. This will provide high-quality evidence to improve policy development and implementation towards realising the developmental state agenda. The course will build the technical capacity of government officials to plan, prepare and conduct rapid evaluations that will yield credible information that can assist with decision-making.

  • Theoretical background on rapid evaluation, and how it differs from more rigorous evaluations
  • Developing an appropriate purpose, evaluation questions, scope for a rapid evaluation
  • Developing the evaluation report structure
  • Developing a methodology matrix for the tools needed to answer the questions
  • Developing the detailed activity schedule to implement the evaluation
  • Conducting a document review
  • Started developing the set of instruments that will be needed

Rapid evaluations are a new approach within the NEPF, and this course will ensure that government officials are equipped with the skills to implement an evaluation with a rapid approach

By the end of this course delegates will be able to:

  • Understand the legislative and policy context for rapid evaluations;
  • Explain the principles of evaluation;
  • Differentiate between a rapid evaluation and a normal evaluation;
  • Plan, budget and put the necessary structures in place for a rapid evaluation; 
  • Make critical judgments about research design, methodology and sampling related to rapid evaluations, and understand how these fits with factors that influence a rapid evaluation;
  • Identify sources of evidence (secondary data) in a timely manner to support a rapid evaluation;
  • Explain how data collection and analysis can be undertaken more effectively and efficiently.
